Madhya Pradesh has implement the police Commissionerate system
MP home minister Narottam Mishra has issued a notification and two commissioners are appointed in Bhopal and Indore, who have magisterial powers.
The ADG rank officers has been appointed as commissioners.
Two officers of inspector general of police are appointed as additional police commissioners and
Eight officers of superintendent of police ranks are appointed as deputy commissioners .
Now, the police commissioner will have powers under -
-Police Act 1861, -Prisoners Act 1900, -Immoral Traffic (Prevention) Act 1956, -Unlawful Activities Prevention Act 1967, -Poisons Act 1919, -Motor Vehicles Act 1988, -MP State Security Act 1990 and -Official Secrets Act 1926.
The system was implemented nine years after the first announcement by chief minister Shivraj Singh Chouhan was made in 2012.
This will benefit security forces better maintain law and order in the two cities. It will help for control on crime .
Various committees constituted to suggest police reforms have recommended implementation of a police commissioner system in cities which have witnessed rapid urbanisation and have a population of more than 10 lakhs .
What is the current system?
-Under the dual command system, the District Magistrate and the Superintendent of Police (SP) share powers and responsibilities in a district .
The DM issues arrest warrants and licences, and the SP directs investigation for crimes and the arrests.
The system is designed to ensure a lower concentration of power and making the police more accountable to the DM at the district level.
